Liepāja’s Yacht Centre regulations use points from the Liepāja Port Regulations (In accordance with Port Law Article).
Liepāja’s Port Regulations (hereinafter – Port Regulations) apply to all ships and vessels and their crew within Liepāja’s Port as well as any individuals or businesses operating within port territory.
- Port regulations do not negate the need to observe international conventions valid in the Republic of Latvia, the Republic of Latvia’s normative enactments, and best sea practices in the port.
- Any damages to the port’s hydro technical structures, navigation systems, communication systems or equipment, caused by a vessel in port are the direct responsibility of the vessels owner and must be paid or a guarantee must be given for their payment.
- Vessels located in the port whether on anchor, on course or in free drift, must hold constant contact with the Maritime Traffic Service - Liepāja Port Control Service (KSD).
- Vessels will maintain constant contact with KSD, from the time they receive permission to enter the port until the time they are outside port boundaries, on the following shortwave channels (frequencies):
- Channel 11– calls and work;
- Channel 16 – only calls;
- Channel 11– weather news and forecasts, local navigation warnings, which are broadcast by KSD daily at 08.05 and 20.05 local time;
- KSD call signal: LIEPĀJA RADIO 1.
- Precise arrival time must be transmitted to KSD 2 hours prior to entrance and no later than one hour prior to arrival abeam “A” buoy.
- If the voyage from the last port to Liepāja’s port is less than 24 hours, the vessel must provide information about their arrival no later than one hour after departure from the last port.
- Vessels with a capacity smaller than 700 GT are allowed to enter port upon request no less than 3 nautical miles from port gates.
- According to the standard legislation of the Republic of Latvia, all vessels in the port must display the flags of their home country and the Republic of Latvia.
- Upon arrival into the port, the ships captain must provide the following to the port agent:
- Crew list;
- Passenger list.
- Passenger transport within the port is allowed only with special permits for vessels specially designed and documented for this purpose.
- Vessels may only enter port traffic with permission from KSD. If the vessel does not begin moving within 20 minutes of receiving permission, they must once again request and wait for new permission.
- Vessel traffic may be interrupted if the visibility within the port is less than 0.3 nautical miles or if the wind speed exceeds 14 m/sec. The final decision for acceptance of restriction of port traffic rests with the captain or their authorised representative.
- Vessels must be safely moored to the dock.
- It is not allowed to moor more than two hulls to the dock and no vessel may exceed a space of more than one third of the canal width. Moorage of more than two hulls must receive permission from the Port Captain each time.
- While moored to the dock, the vessels crew must be sufficient in numbers to ensure safe moorage. The technical condition of the vessel must be so that it guarantees seaworthiness and fire safety.
- Launching of any floating equipment from the vessel must be done with prior permission from KSD.
- While moored, the dismantling of the ships main engine, steering apparatus or anchor equipment must be done only with prior agreement between the Port Captain and the moor tenant.
- While moored, vessels may only connect to dock communication and utilities with permission from the utility provider.
- Vessels may not leave port without permission from harbour control or the yacht centre.
- Each vessel preparing to leave port must have life preservation equipment in accordance to the documented requirements for the specific vessel and the number of people on board must not exceed the documented capacity of the vessel.
- Individuals operating small boats or yachts must carry with them at all times their ship operating licence and annual technical registration documents.
- Small vessels may go out to sea only if port control authorities have allowed them if wind and wave levels do not exceed those shown on vessel documentation.
- Small vessels are prohibited from disrupting the movement of larger vessels in the aquatorium or in the channel.
- The captain is directly responsible for all aspects of the fire safety of their vessel while it is located within the port aquatorium.
- Vessels may take on fuel or other fire hazardous cargo if all fire safety equipment, systems and inventory is in complete working order.
- Within the port and aquatorium, it is prohibited to:
- wash the body or deck of the vessel or throw overboard any form of oil products, toxic or dangerous materials, bilge water or other grey water products.
- Throw overboard any form of garbage, litter, cargo surplus, sewage, or grocery products.
- Crew and passengers who do not have sailor’s identification or passport with a valid visa for the republic of Latvia are forbidden to disembark from the vessel for any reason. This does not apply to citizens and permanent residents of the Republic of Latvia. Please note that a driver’s licence is not considered to be a valid travel document!
- Before departing Liepāja Port, vessels must pay all port fees, sailing fees, and any fees for services rendered.
